Shepard is an independent evaluator with more than 30 years of experience in leading program evaluations and strategic planning for non-profits, NGOs, foundations, and international development agencies. She specializes in technical assistance in evaluation design , outcomes measurement as well as mixed-method monitoring, evaluation, and learning systems, with deep expertise in portfolio/program evaluations for donor agencies, and advocacy evaluations. Her focus has been on youth development, sexual and reproductive health, community health, and women's rights, but her evaluation experience spans diverse thematic areas.
